COMPENSATION

Based on Experience; 120 hours PTO 7 paid holidays (New Year’s Day, President’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving, Christmas); optional employer-paid health insurance; IRA eligibility after 3 months

Mission: Our mission is to enhance the economic vitality of downtown West Chester through an active public private partnership between Borough government and the business and property owners in the Business Improvement District (BID). Economic vitality is achieved through preserving our historic assets; responding to the needs of our community, including business owners, residents, and visitors; and marketing our unique qualities to the Delaware Valley region and beyond.

DESCRIPTION

The Executive Director works closely with the West Chester BID leadership and stakeholders to support the organization’s work. This person is responsible to act as the face of the West Chester BID and to advocate for its mission, vision, and values.

REPORTING STRUCTURE

The Executive Director reports to the Board of Directors via the Executive Committee.

PRIMARY RESPONSIBILITIES

  • Lead and manage the BID based upon its mission and values and consistent with its Five-Year Plan and By-Laws
  • Establish and maintain strong partnerships with the organization’s Board of Directors, stakeholders, elected officials, and borough residents, and serve as a liaison on behalf of the organization’s Board of Directors among these constituencies
  • Work with the Board of Directors, program partners, and volunteer committees to cultivate and sustain an active, vibrant, and sustainable downtown community
  • Oversee BID empty and available property lists, working with local realtors and property managers to help find suitable tenants that fit the BID’s needs
  • Develop a business recruitment package to inform and entice businesses seeking to locate within the BID
  • Manage and grow program funding through BID renewal, Borough of West Chester support, sponsorships, and grant acquisition
  • Serve as spokesperson for the West Chester BID for issues of concern at local, county, and state government meetings
  • Partner with regional and state organizations to promote heritage tourism
  • Stay informed as to major building and maintenance projects that effect traffic flow and parking and develop and implement a plan to alert and assist those affected
  • Recruit and develop Board and committee members from key property and business owners within the BID
  • Conduct regular meetings with downtown stakeholders and BID volunteer committees
  • Forecast, analyze, and prepare the organization’s budget and all financial documents in coordination with the Board Treasurer, CPA auditing firm, and BID bookkeeper
  • Supervise staff and performance management, to include overseeing the BID’s website and social media

PREFERRED EXPERIENCE

  • Strong and comprehensive knowledge of the Borough of West Chester and regional community
  • Leadership and management of economic and community development initiatives
  • Familiarity with the Pennsylvania Downtown Center and National Main Street Center’s Main Street approaches to downtown revitalization
  • Municipal authority organizational leadership and service
  • Effective in soliciting sponsorships, and grant sourcing and writing
  • Working knowledge of financial reports
  • Bachelor’s Degree or equivalent work experience
  • MS Office applications, Google Drive, social media, website content management, and basic IT troubleshooting

PHYSICAL REQUIREMENTS

  • Ability to routinely lift and move 50 pounds
  • Ability to stand and sit for long periods of time

Typical Work Schedule

  • Monday to Friday
  • 8-hour shift (position is salaried – exempt)
  • Some night and weekend activities are part of the job
