$100 Million for Pennsylvania’s Nonprofits
This is our time to reinvent what the future holds in our communities, as Main Street and Elm Street programs we are working to lead the effort. It is our fear that the true impact we have on our communities will not be felt, nor appreciated until we have to close our doors, and by then, it will be too late. We ask that you help us keep the doors open so that we can continue to provide necessary services, by supporting these nonprofit supporting pieces of legislation.
SB1233 Under this legislation, $100,000,000 of money in the COVID-19 restricted receipts account would be appropriated to the Department of Community and Economic Development (DCED) for grants to 501(c)3 nonprofit organizations. The program would be run as a grant program through DCED with nonprofits applying for assistance with losses relating to COVID-19.
HB2739 Covid-19 Nonprofit Assistance Grant Program. The purpose of the grant program will be to allocate $100,000,000 from the COVID-19 restricted receipts to the Department of Community and Economic Development for grants to 501(c)3 nonprofit organizations statewide.
HB2515 At the start of Pennsylvania’s mitigation measures, the state opened the COVID-19 Working Capital Access loan program for small businesses. Up to $61 million was made available to small businesses through no-interest working capital loans of up to $100,000. Unfortunately, nonprofit organizations were not included in the initial program. Moreover, the number of applications far exceeded the amount of funding available.
This legislation is being introduced to transfer $100 million from the Rainy Day Fund to re-open the state’s COVID-19 Working Capital Access loan program to additional small businesses. Our legislation would also open the loan program to nonprofit organizations with employees of 100 or less and that provide critical services, such as domestic violence and rape crisis services, health and counseling services, homeless shelters, hunger-relief services, education services, and more.
