DEFINITION & ESSENTIAL FUNCTIONS

Under the general direction of the Borough Manager, the CEDD performs technical and professional work maintaining, developing and implementing a wide variety of Community Development programs to enhance the appearance and condition of the community, specifically in the area of Codes and Zoning challenges. Additional efforts will include implementing Economic Development programs to increase the livability of the Borough, and attracting and enhancing business opportunities in conjunction with the Borough’s Revitalization/Economic Development executive committee.

TASKS

Serves as the liaison to local businesses. Develops ongoing positive and professional relationships with businesses, government partners, county and regional economic development organizations including Cumberland Area Economic Development Corporation, Pennsylvania Downtown Center, Department of Community Economic Development, Cumberland County Planning Commission and Cumberland County Housing & Redevelopment Authority & staff.

Works with all community-based organization like the Olde Towne Association, Business & Professional Group, Vickie’s Angel’s, Friends of West Shore Theatre, sporting associations and especially the NC Revitalization Improvement Committees.

Researches, develops and implements programs and strategies in consultation with Borough Manager and Borough Council. These strategies would be aimed at improving business attraction, retention and expansion, affordable housing for workforce and marketing the Borough to attract new business and residents.

Analyze local real estate, demographics of the community, socioeconomic and labor data to promote the vitality and competitiveness of the Borough.

Works with the Borough’s administration and professional staff in codes enforcement and zoning/building permitting departments to understand the complexity of the Borough and assist in identifying areas of concern during the course of the day’s activities.

Engage the Revitalization executive committee, Borough Council, Mayor and Borough Manager to ascertain the guidance and direction of the Borough’s committees and management. Committee engagement will be monthly to provide updates and to obtain perspectives of committee leadership.

Attendance is required at all community group meetings to provide a sharing of vital information and to assist with the organizational needs of the groups as they promote the Borough of New Cumberland.

PHYSICAL REQUIREMENTS

Work is primarily sedentary, however involves travel within the Borough and nearby communities. Work requires flexibility in hours and days due to frequent events outside of normal business hours.

QUALIFICATIONS

Requires a bachelor’s degree from an accredited college or university with a major in urban planning, economics, marketing, real estate or a related field and 2 to 5 years of related experience in economic development, community development or revitalization of a community. PA drivers license required upon hiring and successful completion of a background and drug screening.

SALARY RANGE

Negotiable with experience plus benefits.
