The Pennsylvania Downtown Center (PDC), a statewide, non-profit organization that promotes and supports the economic vitality of Pennsylvania’s downtowns, business districts and nearby residential areas seeks a driven and dynamic individual to serve as a Field Services Specialist.

This position requires someone who demonstrates:

Extensive knowledge and experience in the National Main Street Center’s Four Point Approach™ is necessary to fulfill the requirements of this position.  The selected individual will serve in the full-time exempt position of Field Services Specialist (FSS). The position shall provide delivery of all outreach, educational and program evaluation services, primarily in support of the Commonwealth’s Keystone Community’s Main Street and Elm Street programs. The FSS will be primarily responsible for providing assistance to the communities that have been formally accepted into the Commonwealth’s Keystone Communities Main Street and Elm Street Program designation cycle or are seeking such designation. Other program delivery responsibilities to non-designated organizations or additional initiatives may be assigned.

The person filling this position must be able to carry out a wide array of revitalization-related duties and must be highly flexible and adaptable as well as demonstrate the ability to perform duties and provide certain, proactive program support toward the accomplishment of both the programmatic goals of the PA Department of Community and Economic Development (DCED) Keystone Communities Program and PDC goals and objectives as defined in the PDC strategic plan.  This role may require the person filling this position to be a “revitalization generalist” with the ability to perform all functions associated with specific contract activities for which PDC is responsible. Generally, these functions will focus on planning, community and economic development, and related local policies.

The selected individual will serve in the full-time exempt position of Field Services Specialist.  The ideal candidate will have strong experience with, and commitment to, the revitalization of downtowns, traditional neighborhood business districts and nearby residential areas.  A college degree and experience in downtown revitalization, urban planning, historic preservation, public administration and/or related discipline, and education or training experience are required. An advanced college degree is preferred. Outstanding written and verbal communication and computer skills, particularly with MS Word, MS Excel and MS Power Point, are essential and must be demonstrated.  Willingness to accept extensive driving, with some overnight travel (with a PDC-supplied vehicle or a personal vehicle when no PDC car is available) within Pennsylvania is a must. The ability to speak and write fluent Spanish is a plus for qualified candidates.

Working from home may be permitted, but it is expected that this position be on the road meeting on site in communities at least 40-50% of their time, and be able to travel to the PDC office in Harrisburg, PA as requested by the Executive Director for staff meetings, trainings, etc. Willingness to undertake occasional travel during which overnight stays will be required.
